I used my binoculars and can tell you the following; They are using a window washer's basket, it's rigged with only one chocker, it's leaning at least about 20 degrees, and three sides are only thigh high. And to boot, he's working (at times) in the blind around "450 foot" in the air.
The guy in the basket is tied off to the hook, at least!!
